1. BASIC FUNCTIONS
Supervises and controls various activities of Gas, Water, Analytical, Sulphur Terminal and GUP Laboratories. Directs special analyses and studies required for effective operational control, evaluation of suitability of chemicals used in the plant, products quality control, equipment performance and corrosion control.
Coordinates with Senior Operations and Production Planning staff, Process and Inspection Engineers for analysis schedules, quality control, test runs, shutdown, startup, corrosion control and technical surveys. Ensures testing for preparation of quality certificates for LPG & granulated Sulphur product. Reviews daily lab. test results of the concerned labs for any abnormalities..

2. WORK PERFORMED

2.1 Supervises the activities of assigned personnel in the Laboratory. Performs supervisory functions at the level established by Management for the position.
2.2 Monitors and reviews the day-to-day Laboratory activities of sampling and analysis of Gases, LPG, Refinery Utilities and GUP water, granulated Sulphur, and Liquid petroleum products employing gas chromatography, Spectrophotometery and wet Chemistry techniques and other routine / non routine tests carried out for plant control, corrosion control and quality control.
2.3 Reviews and approves daily and monthly test reports. Reviews quality certificates of Granulated Sulphur that are exported.
2.4 Directs special gas Chromatography and spectrophotometery (ICP, I.R Visible, UV & AA) analyses, which involve the use of advanced techniques, and state-of-the-art computerized analytical instruments.
2.5 Installs and commissions new equipment. Trains the Laboratory personnel on the operation of new analytical equipment and organizes training programmes for Laboratory personnel.
2.6 Directs and supervises crude oil, Sulphur, Gas and Chemicals evaluation studies, and coordinates with Production Planning for marketing requirement of Granulated Sulphur. Prepares technical reports on studies carried out in the Laboratory.
2.7 Ensures the availability of chemicals, equipment, glassware and spares for the Laboratory through Maximo. Controls the inventory of such items and arranges timely replenishment.
2.8 Answers queries and provides information and advice of a technical nature to management.

2.9 Ensures implementation of Health, Safety & Environment regulations / practices. Advises Laboratory staff on the hazardous nature and properties of the chemicals and the precautions necessary to ensure their safe use.
2.10 Participates in the application of Laboratory Information Management System / Business Objects for the effective transmission of Lab. results, preparation of quality certificates & other relevant data for end users.
2.11 Uses MAXIMO software program for Lab equipment maintenance requirements, inventory control of Lab. Consumables and preparation of purchase requisitions.
2.12 Maintains technical library in the laboratory. Updates with latest methods and techniques.
2.13 Evaluates bids for technical acceptability of Lab. equipment, glassware and chemicals.
2.14 Assists his supervisor in the preparation of capital and operating budgets for the Section.
2.15 Assists in the training of developees and other subordinates, etc.
2.16 Carries out other similar or related duties, as assigned. Includes ensuring the application of good housekeeping practices in the Laboratory and maintenance of all related files and records.
2.17 Responsibility to comply with ISO 9001: 2000 procedures.

3. WORK CONTACTS.
Internally:
• Frequent contacts with Process Engineering, Operations, Production Planning, Inspection, Maintenance and Materials personnel up to Section Head level, to coordinate work and provide information and advice.
• Liaises with Laboratory personnel up to Section Head Level of Company’s other operating centers.
Externally:
• Occasional contacts with local manufacturers and suppliers of chemicals and Laboratory equipment.
• Occasional contacts with Gasco, Fertil and Borouge personnel of same level for sample analyses and exchange of views on analyzers and technical matters.

4. INDEPENDENCE OF OPERATION.

Ensures tests are carried out within the framework of established policies, procedures and professional standards. Work is subject to review and discussion.
5. SUPERVISORY RESPONSIBILITY.

Supervises the activities of the following personnel:

Senior Laboratory Technicians 5

6. PHYSICAL EFFORT.

Minimal physical effort involving walking and standing when carrying out special analysis and supervising tests that are being performed for 60% of the worktime. 7. WORK ENVIRONMENT.

Exposed to toxic petroleum products, hazardous organic and inorganic chemicals and obnoxious gases and fumes when performing analyses and supervising the subordinates for 60% of the work time.
8. MINIMUM REQUIREMENT.

1. B.Sc. in Chemistry or equivalent.
2. 5 years experience in a petroleum Refinery Laboratory with a wide knowledge in research, quality control testing, standard test procedures and instrumental analysis, of which at least 2 years should be in a supervisory position.
3. Very Good knowledge of English, both spoken and written.
4. Computer literate.
