Work with the internal Auditor to develop and disseminate procedures and other information designed to promote efficient and effective operations of the procurement department.
2. Develop manning, expenses, cost reduction and tooling budget and monitor performance against such plan.
3. Ensure that qualified vendors receive requests for Tenders, Proposals, Quotations or Prices.
4. Ensure that all business transactions are conducted ethically and professionally.
5. Ensuring that the Bank's purchasing policy is known and observed by all involved in purchasing for the Bank.
6. Prepares instructions regarding purchasing procedures and ensure that purchase orders are accurate, approved and released in a timely manner.
7. Develop and maintain information about preferred suppliers, products, bidder's list and vendor file.
8. Develop and maintain reporting procedures for all purchases for the bank.
9. Develop and maintain an annual report of the purchasing by each department to the management.
10. Negotiates with suppliers to obtain the best offer available and places needed orders.
11. Obtain competitive bids for all purchases greater that the bid limit unless a contract has already been established.
12. Avoid transactions that may create possible conflicts of interest.
13. Advise and consult with management and departments on tenders and new products.
14. Keeps informed of current developments in the field of purchasing, prices, market conditions and new products and analyses market and delivery conditions to determinate present and future material availability.
15. Review purchases order and contracts for conformance to bank policy.
16. Prescribes and maintain all forms are reasonably necessary to the operation of this policy.
17. Ensure that vendors doing business with the Bank have acknowledged their understanding and acceptance of the terms and conditions of the Bank Purchasing Policy and have agreed to abide by them.
18. Avoid purchasing unnecessary items.
19. Arrange for the disposal of all assets as required, and negotiate the sale of surplus or depreciated assets.
Requirements:
• Professional of procurement having 5 to 7 years experiences in procurement of facilities, IT systems, and goods.
• Experience of purchasing with International Companies
• Experience of 5 years in GCC Countries
• Fully fluent in English (writing / speaking)
• Arabic is a plus |
